CROSS-STRAIT RELATIONS: THE UNITED STATES OF AMERICA

The United States of America

The policy of the United States government toward Cross-Strait relations is determined by balancing the three joint communiques the U.S. signed with the People's Republic of China (1972, 1979, and 1982) with the 1979 Taiwan Relations Act (Public Law 96-8).  The main issue is to promote economic relationships on both sides of the strait that contribute to American interests, while encouraging the two sides to resolve the issue of unification or independence by themselves and, most importantly, to resolve the issue peacefully.  This message of peaceful resolution of the conflict is stated, albeit not forcefully, in the 1972 Shanghai Communique. Both the executive branch and the legislative branch since 1972 reiterate the imperative for a peaceful settlement.  This requirement causes the American leaders to respond diplomatically as well as militarily to actions taken by both the Chinese side and the Taiwanese side, such as during the 1995/1996 PRC missile exercises when the US dispatched two aircraft carrier battle groups to the area as well as warning the Taiwan side not to go too far in promoting independence .  The highest priority for the US side is to insure the issue of the Taiwan Strait is settled peacefully.

The United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position. It reaffirms its interest in a peaceful settlement of the Taiwan question by the Chinese themselves.
