On July 15, 1987 the government of the ROC announced the termination of martial law in the areas of Taiwan and Penghu. In November of the same year, the government permitted Taiwan residents to visit relatives living on mainland China. In light of the exchanges, in 1988 the Executive Yuan established the "Inter-Agency Mainland Affairs Committee", a task force to coordinate the handling of Mainland-related affairs among the competent authorities. In April 1990, the government drafted the "Organization Act for the Mainland Affairs Council" to strengthen Mainland policy-making and to enhance the implementation of policy. On January 18, 1991, the Legislative Yuan passed the third reading of the Act and, on January 28th of the same year, the President promulgated the Act and, in doing, so formally established the Mainland Affairs Council (MAC). MAC was officially authorized as the agency responsible for overall planning and handling of Mainland affairs. MAC is a cabinet level administrative agency under the Executive Yuan of the Republic of China. Its counterpart on Mainland China is the Taiwan Affairs Office (TAO).

Straits Exchange Foundation (SEF)
The Straits Exchange Foundation (SEF) was established using government and private funds in March of 1991 to exercise authority over cross-strait affairs. Mr. Koo Chen-fu was elected as its chairman. According to Article 4 of the Act Governing Relations between Peoples of the Taiwan Area and the Mainland Area, the SEF is the only institution designated by the Executive Yuan to handle affairs related to dealings between peoples of the Taiwan Area and the Mainland Area. Its mainland counterpart is Association for Relations Across the Taiwan Straits (ARATS).
